Consultant – DHIS2 for Zanzibar’s Community Health Information System

Background

D-tree International is on a mission to radically improve health by strengthening health systems through innovations in digital technology. D-tree works through partnerships with Ministries of Health and NGOs to bring human-centered design approaches to collaborations in which we support partners to understand local health system challenges and opportunities, and integrate technology into these systems to improve the accessibility, quality and accountability of healthcare delivery, ultimately leading to high-performing health systems that improve health and wellbeing for all. A key aspect of our work is our end-to-end partnership, in which we also support partners to use systems thinking to roll out, implement and monitor programs and facilitate a culture of data use among multiple stakeholders.
As part of D-tree’s efforts to ensure that the data collected within Zanzibar’s national community health program is used to its fullest potential to improve health service delivery in Zanzibar, D-tree is undertaking work to ensure that stakeholders from Zanzibar’s Ministry of Health are able to easily access and interpret community health data. The work entails migrating program monitoring dashboards for the community health program from the current platform to DHIS2, in order to be compatible with existing MOH workflows, as well as training MOH staff on how to access, interpret, and use national community health data.

Scope of work

Advise and support the D-tree Tech team with setting the optimal configuration for DHIS2, based on the requirements that the Tech team will provide
– Advise and support the D-tree Tech team with migrating community health dashboards containing aggregate indicators to DHIS2. This process will involve transferring data elements from a Postgres database into a DHIS2 instance, and then creating indicators and dashboards in DHIS2, in collaboration with the D-tree Tech and Monitoring and Evaluation teams
– Advise and support the D-tree Tech team with migrating community health dashboards containing individual-level indicators (records of community health workers’ performance) to DHIS2, or an alternative viable platform
– Advise and support the D-tree Tech team with migrating supervisors’ dashboards, which present each supervisor with only the data that is relevant to their supervisory area, to DHIS2, or an alternative viable platform
– Create training materials (which may comprise a compilation of existing materials), in English and Swahili, for new DHIS2 users to gain confidence and expertise in using the platform
– Deliver training to government stakeholders and D-tree staff on the use of the DHIS2 platform, particularly the use and creation of dashboards
– Deliver training to government stakeholders and D-tree staff on the interpretation and usage of community health data.

Deliverables (to be completed before 29th July 2022)

Consultant has supported the D-tree Tech team to optimally configure a DHIS2 instance, based on requirements that will be communicated to the consultant. Recommendations and reasonings for those recommendations have been documented in a report
– Consultant has supported D-tree’s Tech team to ensure that all aggregate (monthly, shehia-level) data elements are being correctly transferred from Postgres to DHIS2. The consultant has documented learnings and best practices in a report
– Consultant has created program monitoring dashboards in DHIS2 from the aggregate indicators, with guidance from D-tree Tech and Monitoring and Evaluation teams
– Consultant has advised D-tree’s Tech team on the best method to transfer individual-level indicators (e.g. records about each community health worker’s performance) from Postgres to DHIS2, or another viable alternative to DHIS2. The method is documented in a report and the method has been tested and approved by D-tree’s Tech team
– Consultant has advised D-tree’s Tech team on the best method to transfer supervisors’ personal dashboards to DHIS2, or an alternative viable platform. The method is documented in a report and the method has been tested and approved by D-tree’s Tech team
– Package of DHIS2 training materials produced, in both English and Swahili, including clear instructions and examples on how to use and create dashboards
– Training sessions delivered to MOH stakeholders and D-tree staff, with defined learning objectives and outcomes, on the topic of DHIS2 usage and the interpretation and use of community health data
– If requested by the Ministry Of Health and if access to the MOH system is provisioned to the consultant within the required time: Community Health Information Systems dashboards created for MOH users, on MOH’s DHIS2 system.

Required qualifications and experience

Minimum 3 years experience working with DHIS2, including setup, configuration, data visualization using dashboards, and the Tracker app
– Advanced knowledge of SQL and Postgres, with at least 3 years experience
– Familiarity with community health systems and community health indicators
– Proven experience of designing and delivering training sessions on DHIS2 and data usage
– Previous experience of delivering training to Ministry of Health staff
– Fluency in English and Swahili.
